Dr. Robert E. Looney is professor of Economics, Department of National Security Affairs at the Naval Postgraduate School, Monterey California. He received his PhD in Economics from the University of California and has been a consultant to the governments of Iran, Saudi Arabia, Japan, Mexico, Panama and Jamaica as well as the World Bank, International Labor Office, Inter-American Development Bank, Stanford Research Institute, Rand Organization, The International Monetary Fund, and various U.S. Government Agencies. He specializes in economic issues related to the Middle East and South Asia and has published twenty books and over two hundred articles on such issues as macroeconomic stabilization, development planning, economic policy making, national economic systems, and oil markets. His current interests are Iraqi reconstruction, Saudi Arabian economic reforms, Dubai's economic system, and Iran's growth prospects.
